Regular like Groundhog Day, Fullers manages to fuck up its service as soon as the tourists have disappear</span><span class="text_exposed_show" style="background-color: white; color: #666666; display: inline; font-family: Helvetica, Arial, sans-serif; font-size: 12px;">ed and the pesky commuters demand getting to work and home on time in a daily and orderly fashion.<br />But that was never part of Fullers' business plan, who are you kidding?. Winter is for refashioning, engineering (including fitting in engines that actually work), surveying boats, readying them for the Summer season, taking them out of service as they see fit and replacing them with the floating yellow bath ducks they bought from Explore.<br />But these island peasants keep turning up at Matiatia wanting public transport, those ingrates on monthly passes and, worse, those who demand being carried for free courtesy of the taxpayer. Don't they know that tourists on $40 return fares bring in the dosh which makes it all worthwhile, and those on discounts should really be happy to find a place in steerage class, packed in like sheep en route to Saudi Arabia?<br />The peasants have been revolting for quite a while - for the best part of the past 20 years - but now finally have awakened the political class and the media to their case, after rumours of threatening violent action, an extinction rebellion aimed at saving Waiheke island life.<br />Local body bodies, local Councillors and local MPs are now running around like headless chickens, gathering information and 'experiences' (include exact dates and times, please!) to bring to another meeting with Fullers management, only to be laughed out of the office, since everybody knows (or should know) that it is never the fault of the company, but always the weather, the diesel prices, the passenger numbers, the staff morale and sickness, the Labour government and the lack of free market. No amount of 'consultations' or 'demonstrations' will be of any use. If they had been in the past we would now not be on square one again.<br />There are only two solutions (and if you have any others, I'd like to hear them):<br />1. The government grows a pair and reforms the PTOM Act abolishing the exempt service status of Fullers, bringing it under the integrated umbrella of Auckland public transport, with all tenders, regulations, support and penalties for non-performance included. If Fullers manages to remain exempt it should lose all its public subsidies such as the Hop fare system, preferential wharf access and gold card subsidies. If they want a pure free market, we should give it to them with knobs on.<br />2. The Council should own (or franchise) its own ferry service and go in competition with Fullers. Gold and Hop cards should only be valid on this service. (As an aside, the $2m gold card subsidy given to Fullers came in very handily in its market battle with Explore who never properly qualified for it). So here it is for January 2019. As you can notice, Auckland still has the second highest monthly ferry passes - after the Isle of Wight, despite Brexit pound problems, and a few years of competition in Auckland from Explore.<br />

Time to indulge in some predictions. How will Fullers recuperate the lost revenue over the past 18 months from Waihekeans (Explore traitors and the faithful alike)?<br /><br />How much money is it?<br /><br />Let's assume an easy figure of 1,000 monthly pass holders in September 2014 at $355 (and no need for 'special' discounted fares) a pop. That's $355,000 a month. If Explore had not turned up, that would be around $6,400,000 revenue over the 18 months of competition.<br /><br />As Explore pinched around 25% market share, the revenue from monthly passes was 750 times $325 a month (the eternal "special" fare trumpeted in their media ads) totalling about $4,400,000.<br /><br />Roughly, Fullers lost $2,000,000 from Waiheke commuters alone when Explore was running. And that's not counting the doubling of its operating costs when Fullers doubled its number of sailings.<br /><br />Ballpark figures, of course, everything is commercially confidential as they never tire of telling us. You can adapt the amounts but it's certain a considerable sum. And mind you, this does not include the losses in market share in other tickets such as tourist single fares and multi-rides.<br /><br />On the plus side, Fullers enjoyed 100% of the super gold card cash, despite Explore carrying pensioners too, and was never obliged to share that loot until very late in the day. Fullers owes Winston Peters a big donation for that political help!<br /><br />For Fullers passengers who remained loyal there was only upside: extra sailings, discounted monthly passes making a saving for them of $400,000 ($30 x 750 x 18) that was able to be spent on Waiheke on other things.<br /><br />So how to recuperate the lost $2 million?<br /><br />The time frame for this should be about 6 months, because then the tourist season starts and commuters are just a nuisance taking up space on the boats that could be sold more profitably to tourists.<br /><br />Spread out over 1,000 monthly pass holders that means about $330 extra per month on top of the current monthly pass price. So expect $685 monthly pass fares ($355 - the discount no longer applies - plus $330). This can be mitigated by upping all other fares, of course, so the cost doesn't get borne by commuters only.<br /><br />How to sell this?<br /><br />You may have noticed crude oil prices have gone up recently. Fullers could spin this increase from $30 to $45 a barrel as a 50% increase that needs to be reflected in fares. They have done this effectively in the past anyway when the barrel price went to $250. That's half of the increase covered.<br /><br />The other half can be accounted for by spinning the costs of taking on 35 former Explore staff. Surely we will not begrudge those lovely boys employment and pay for them?<br /><br />Solved. It cited lack of patronage which would not enable them to get through the Winter.<br />
But this simple reason masks a multitude of systemic failures in the Auckland ferry scene, and if they are not remedied we will unlikely see any competing service ever again. This might suit Fullers' shareholders and cashflow very much, but it is an unsatisfactory state of affairs for passengers who can now only look forward to the resumption of the old service attitudes and upped fares. The public transport regulator, AT, is happy to look the other way because it cannot afford to offend Fullers, lest they would need to fund a ferry service themselves and that is the last thing they want to happen.<br />
<br />
This blatant favoritism of AT for the incumbent was obvious from the start:<br />
- Explore was forced to dock at Pier 3 - while Pier 2 and Pier 4 were upgraded in no time (for the exclusive use of Fullers).<br />
- At all times AT inspectors were present at Pier 3 to see whether Explore staff made any mistakes. Any passenger reaction and complaints about the conditions Explore had to work under was immediately used as a stick to beat Explore with.<br />
- The ticket booth was miles away from Pier 3 and at Matiatia better hidden than the toilets.<br />
- The exempt service let Fullers double its sailings at short notice and even when they could not meet their own timetable, nothing was or could be done to hold them accountable.<br />
- The extension of the supergold card loot was delayed for over a year, and when Explore offered passage for free in the meantime, nothing was done to make payment retroactive, i.e. make Fullers hand over part of the cash as they did not transport all pensioners as claimed between Auckland and Waiheke.<br />
- Preventing Explore from running a bus service on Waiheke, or even specifying in the Waiheke Bus contract all buses on Waiheke should meet all services, resulting in a useless service to and from Explore sailings (Fullers causing chaos for its own bus services after introducing a half hour service was left unexamined or cared about).<br />
<br />
It is now up to politicians at all levels to remedy this market failure and tackle this private monopoly head on with some urgency. The Local Board needs to lobby all players involved to ensure a satisfying outcome for islanders and visitors alike. City Councillors need to seriously look at the dysfunction, incompetence and obvious favouritism at Auckland Transport. There is a glaring and unjustifiable omission from <b style="mso-bidi-font-weight: normal;">the proposed zones</b>: Waiheke Island. We
are Auckland City ratepayers and we have every right to be included in the zone
system, especially since one of the public transport companies on Waiheke is
subsidised by AT and one company accepts (single fare) Hop cards. Waiheke
Islanders should have the ability to travel from Waiheke to the City centre on
one fare, just as is proposed for travellers on the mainland going the same
distance. Travellers using their Super Gold Card already enjoy this integrated privilege
and it should be extended to all island travellers. The fare structure should
be the same as for Manukau South to the CBD, i.e. Zone 4. Using a zonal Hop
card on any travel mode (bus/train/ferry) should not make a difference to the
fare for the distance travelled.</div>
<div class="MsoNormal">
Regards the <b style="mso-bidi-font-weight: normal;">proposed
zone fares</b>, Zone 4 indicates a $6-$6.50 range (compared to a $9.50-$10 cash
range). This seems a fair ferry fare. Currently both ferry companies charge a ‘tourist’
premium on their single fares of around $20. For Waiheke regular travellers and
commuters, who have access to multi-ride and season tickets, the fares are already
at the Zone 4 cash range. </div>
<div class="MsoNormal">
In the ‘<b style="mso-bidi-font-weight: normal;">proposed fare
products</b>’ you need to delete the reference to ‘inner-harbour ferries’ and
include Waiheke ferries too. The Hop single day and monthly passes (plus any
others planned) should be available on Waiheke too, as it is/will be in any
Zone 4 area.</div>

only failure. The Fullers monopoly now seems broken on the ferry service (no
thanks to AT) by the Explore Group. But Explore is not even mentioned in any
plans to be included in the Hop fare system (let alone getting a proper working
berth on Pier 2). Why these oversights and shortcomings? And when are they
going to be remedied?</div>

The Explore Centurion boat is performing below par due to diesel engine problems, taking 40-45 minutes to get there, causing the Explore evening rush hour timetable to be amended. The 5:15 ex-AKL now sails at 5:35 and if you counted on getting the Fullers bus meeting the 5:30pm Fullers service at Matiatia, you are out of luck as you can see the buses pull up the hill to Oneroa before you have docked. I guess Fullers can't believe its luck sticking it to all you apostates leaving the Fullers Death Star.<br />
Hopefully, the new Explore boat will be in service soon so Centurion can be retired to back-up service.<br />
Also, the precipitous drop in diesel prices has yet to show up in a drop in fares - watch the reverse not be the case in the future, of course. Passengers need a fares war sooner rather than later. And all of a sudden, two competitors have turned up in the same weekend. Welcome Explore, which will provide a 7 day service (although not very late at night, and also no island bus service), and Sea Link, which only runs at weekends for tourists. All also offer very different fare structures and deals, check their websites, which makes it a little byzantine to figure out what is best for you and your travel needs. A proper fare integration in the form of monthly flat rate Hop Passes for all buses, trains and ferries, is still a long way off. But it's a start and prices have started falling already, as they should in a proper market.
Here is the full current timetable for sailings by all operators. Matiatia will be busier than usual - and that's even without the proposed marina clutter.

products that allows travel with different operators on one ticket, as
they each transition to the new system.

From 1 January, Waiheke Fullers monthly pass holders will no longer be able to use bus services from NZ Bus on the mainland. This is an AT decision. Despite this cut in service access, Fullers has decided to keep the price of the monthly pass the same.<br />
What needs to happen:<br />
Either - 1. Fullers drops the
monthly pass price by between $80 and $140 (the cost of a monthly Hop
pass for buses on the mainland)<br />
Or - 2. Fullers or AT
gives monthly Hop passes to monthly Fullers pass holders until such time
this cock up is sorted by a the issue of a monthly Hop pass valid for
all travel including Waiheke.<br />
I don't see why passengers should pay for the dysfunctionality between Fullers and AT.<br />

got an acknowledgement from AT that they have received my query and
have forwarded it to the relevant 'business unit' (this is two weeks
after sending it off to them). They will try to respond within 10

Since you know us as complete cynics, we suspect they are pre-financing the new ferry due next year (despite strenuous promises by a former Local Board member it will arrive this November) by charging passengers extra that will cover the construction and commission cost. But we also hear the usual protestations of the annual litany of increased labour and fuel costs and increased wharf berthing charges (presumably not covered by the wharf tax already in place). Our hearts bleed every year too.<br />

Meanwhile, still no fare integration with the rest of Auckland public transport (especially trains) and we have seen the introduction of a separate Galaxy card, with its attendant teething problems (one morning my card refused to be read and the Fullers employee looked scoldingly at me as if that was my problem). Why we don't have Auckland-wide, all mode Hop Cards is still a mystery.<br />

There was also the little survey that was doing the rounds on a possible later Sunday night sailing from town at 10:30pm and from Waiheke at 11:30pm. This is long overdue but Fullers is owned by a Scottish Presbyterian who would prefer us to be in bed by sundown to be well-rested for the looming working week. What you need to do is re-register with Fullers (have your picture taken to be issued a new pass) soon as the queues will be massive to register.<br />
It's all to do with swiping technology that will be brought in.<br />
No word on whether the passes will be swipable on the Hop machines on Auckland buses.<br />
Nor on whether there will be any pricing differences between the two options. Will it be another opportunity for Fullers to up the monthly pass price with the fob off that you can always get a cheaper 30 day one?<br />
Also, it's unclear whether you an buy a monthly pass after the 1st of the month.<br />
As things usually go with the introduction of new technology, expect queues and delays for registering and swiping. A relief is that you can actually buy your pass online in the future.<br />

The Waiheke Local Board submission is brief, but makes good points on island bus services and the wharf tax. The signs are abominable and mostly lacking anyway and the East German style public address system announcing what gate to proceed to for the preferred experience is unhelpful.<br />
Why are there no proper destination signs at the bus stop line up? It wouldn't cost much to clearly indicate where line 1, 2 and 4 go to and where the touring buses are. Do we really need to teach Auckland Transport how to suck eggs?<br />
Loading up the regular buses took forever (about 30 minutes before they actually started moving) due to passenger confusion and endless questions to the driver. Why can't Fullers sell return tickets to various points of the island and include it in the ferry fare? That is a nice attempt at spinning themselves into the victim position. One could view instead the $1.5m as an annual bulkfunding exercise to transport 65-plussers (and hangers-on) to Waiheke.<br />

The economic benefit has certainly accrued to Fullers but the wider impact on the island is disputable: many are day trippers who bring their sandwiches and tea flasks, sit on Onetangi beach for the day and make sure they're back home for tea. I haven't heard any Waiheke business being overrun by oldies, like Fullers (and its buses and tours) are.<br />

Cue to chaos, no doubt, when the Fullers CEO made a U-turn on the fare rise, and now everybody who bought an overpriced pass can claim a refund. Make sure you do!<br />

Surprisingly, at the 8:00am sailing, there were two vessels available, which made disembarking and embarking a breeze. Both got away well on time and - odd this - arrived in Auckland at 8:35am. Congratulations, Fullers! (Never let it be said that we don't give due where warranted)<br />
The large boats never manage to do this and Fullers now routinely say it's a 40 minute trip instead of a 35 minute one to Waiheke. Why is it like this? Because larger boats usually leave late and never catch up with their timetable (if there was such a thing in Fullers' universe).<br />
So, arrived on time, plenty of buses in Auckland available to get me to work and arrived even early.<br />
<br />
Wednesday and Thursday I was expecting the same kind of good service as a $4,260-a-year fare befits. But no such luck. The diesel bill for two vessels must have caused palpitations in Fullers HQ and so we got Starflyte only: small gang plank, endless embarkation time, late departure and late arrival. Back to business as usual.<br />

UPDATE: I heard from a reliable source that the person responsible for the sailings management at Fullers got an earful for putting on two boats. <b>SUBMISSION TO THE AUCKLAND REGIONAL PUBLIC TRANSPORT PLAN 2012</b>

<br />
I wish to make this submission to the draft Auckland Regional Public Transport Plan as a resident of Waiheke Island who has had 12 years' experience of daily commuting to the city on Fullers Ferries, using the bus services on the mainland and on the island. As an Auckland ratepayer I contribute to the subsidies doled out to the various current public transport operators under the PTMA/PTOM scheme. <br />
I have been a member of “<a href="http://fullerswatch.blogspot.co.nz/">Fullerswatch</a>”, a public watchdog covering public transport and monopoly issues on the Hauraki Gulf and will use its past research and postings to illustrate issues in this submission. But overall this submission is my personal opinion.<br />
<br />
<b>ISSUE 1: WAIHEKE ISLAND'S CURRENT PUBLIC TRANSPORT PLIGHT</b>
<br />
<br />
Waiheke Island is unique in Auckland's transport system in that it is served by two private monopoly providers, Fullers Ferries and Sea Link.
Both companies are the lifelines for the island's well-being and economic development, including a valuable source of rates revenue for Auckland Council. <br />
<br />
Waiheke is a nationally important tourist destination for Aucklanders, New Zealanders
and many international visitors. Those two companies allow islanders to live
locally and commute to town for work and play. Many Aucklanders come to Waiheke
for day trips, weekends and summer holidays. <br />
In all, about 1,000 commuters a day are kept off Auckland roads by being able to commute by ferry. <br />
<br />
The island bus service, owned and operated by Fullers, is a feeder service for its ferries, but doesn't really function well as a convenient local public transport service for islanders. It gets subsidised by Auckland Transport, while the ferry route is a fully commercial, unsubsidised and "exempted service”. <br />
<br />
Fullers Ferries (and Sea Link) isn't really a public transport company. It is a private transport provider mainly aimed at tourists.
Its commuter service is incidental, although highly valuable in the off-season
for Fullers’ cash flow. But it is not its priority service as vessels get taken
out of commuter service when they are hired by private functions and groups.
<br />
<br />
Fullers’ monopoly on the Hauraki Gulf has been long established after it saw off its last competition late last century. The company has enjoyed this happy position for over a decade, unchallenged by any viable competition or regulatory intervention in fares and service delivery. It also enjoys priority berthing rights at the Downtown Ferry Terminal.<br />
<br />
The outlook for the next ten years for the Waiheke ferry service is grim. The Draft Plan envisages a "doubling of passenger numbers" but, as far as I know, there are no plans by Fullers to invest in any new low emissions vessels, despite the "youngest" boat being 16 years old. I would love to know what the Fullers’ reaction is to the draft Plan’s "<i style="mso-bidi-font-style: normal;">Ferry Standard for New
Ferries used in Urban Passenger Service for modern, low emission ferries, and
will ensure that vessels used on future contracts for ferry services conform
with this standard</i>". (My guess: a snigger)
<br />
<br />
The current fleet will still be ageing, suffer even more regular <a href="http://fullerswatch.blogspot.co.nz/search/label/breakdown">breakdowns</a>,
<a href="http://fullerswatch.blogspot.co.nz/2012/09/when-sheep-dont-disembark-fast-enough.html">mishaps</a> and <a href="http://fullerswatch.blogspot.co.nz/2011/08/jet-raider-evacuation.html">fires</a> than we have been experiencing lately. Vessel <a href="http://fullerswatch.blogspot.co.nz/2009/09/quickcat-on-survey.html">survey</a> periods will become lengthier, causing smaller replacement service vessels to be continually <a href="http://fullerswatch.blogspot.co.nz/2012/09/how-sheep-feel-on-shipment-to-dubai.html">overcrowded</a>.<br />
The only thing we can be certain of is that fares will rise, no matter what happens to economic conditions, fuel prices, labour and other operating costs.<br />
We can look forward in the coming 10 years to monthly pass fares in the $600+
range, extrapolating from the 75% rise over the past 12 years (from $199 in
2000 to $355 in 2012).<br />
<br />
<b>ISSUE 2: "EXEMPTED SERVICES"</b><br />
<br />
Nowhere in the Draft Plan is this concept rationalised. Why are these services exempted? Who decreed this and on which economic or social advantageous grounds? What purpose do they serve being outside the Auckland Transport public transport remit? Why will they remain exempt in the next 10 or 20 years from the integrated system envisaged by the Plan? Why do you think it is rational to keep their fares systems in place when the general desire is to have integrated fares and transport modes?
<br />
<br />
This exempted services concept needs to be abolished. There is no rational, nor economic reason to maintain balkanised public transport services across Auckland with separate and mutually incompatible fare structures.
<br />
London's Oyster and Hong Kong's Octopus cards, on which Hop mirrors itself, offer passengers travel across all transport modes: underground, buses, trams and ferries. There are no sane reasons why the Auckland Hop card should not offer this same interoperability across transport modes in Auckland: buses, trains, all ferries and Airport bus.
Not having this integration has a baffling effect on the tourist arriving at Auckland Airport, who is faced with an Airport bus to downtown and to Manukau. One of which he can buy a Hop card for, enabling him to use it later during his visit on other buses and trains. If he wants to visit Waiheke, there is another separate fare to be paid to Fullers - and if he's lucky, his Hop card may be acceptable on the Waiheke Bus (since that is an AT subsidised service and thus not "exempt").
<br />
<br />
In this RPT Plan there is no mention of how the <a href="http://www.nzherald.co.nz/nz/news/article.cfm?c_id=1&objectid=10835917">damning
comments</a> in international guides such as Lonely Planet on the poor state of PT in Auckland is going to be tackled. Certainly not by maintaining the exempt service status of the first two transport modes an international tourist comes face to face
with after a long haul flight.
Crucially, this same problem, of course, confronts Waiheke Islanders, Aucklanders and New Zealanders as well. Why set up a whole infrastructure of integrated fares and transport modes while at the same time exempting pretty important parts of it? Why keep on this confusion and inconvenience for seasoned and one-off travellers alike?<br />
<br />
Exempt status means the companies can set fares, timetables and conditions at will. <br />
<br />
This is unacceptable. <br />
<br />
Sailings get delayed, cancelled or have to return to base due to technical failure
on a <a href="http://fullerswatch.blogspot.co.nz/search/label/breakdown">regular
basis</a> with few apologies and little compensation for missed connections, flights or appointments. There are no commercial consequences for the company so it has no
incentive to improve its service delivery. <br />
<br />
Fullers has basically proven itself to be incapable of providing a quality service
in terms of punctuality, reliability and passenger comfort, at a reasonable fare for the past 12 years, ever since the competition on the run was seen off in the last century.
It acts as a typical monopolistic private provider only interested in its bottom line and adopting a cost-plus-plus mentality in its fare policy. Fare box recovery is already 102% on the Waiheke route: we pay a full unsubsidised fare plus wharf tax (i.e. fares could be halved and still meet your 50% target?).<br />
<br />
This has resulted in <a href="http://fullerswatch.blogspot.co.nz/2011/09/normal-0-microsoftinternetexplorer4.html">Fullers
commuter fares consistently being the highest in the world</a> among commuter ferry operators, and fares over the past 12 years have risen higher than the CPI inflation figure - which includes business cost price factors like fuel and labour - would justify. <br />
You only need to compare this price evolution to the commercial domestic aviation market: 10 years ago a flight from Auckland to Wellington cost the equivalent of a Fullers Waiheke monthly pass. Now airfares are the equivalent of one return ticket. There is never any chance of $7 Air New Zealand promotional fares - let alone current 1c JetStar offers on the Hauraki Gulf.
<br />
<br />
Auckland Transport should monitor service delivery for operators outside contracted services as well as all other PT providers.<br />
<br />
<b>ISSUE 3: PTOM</b><br />
<br />
Fullers (and Sea Link) must be brought under this regime with the abolition of the "exempted service" category as soon as possible and certainly by the time all public transport in Auckland is regulated, planned and implemented under one umbrella, zone- and fares-wise.<br />
<br />
I have no illusions that the ferry companies will fight – as a Flemish proverb has it “like the Devil in a bath tub of Holy Water” – this inclusion from ever happening. But that doesn’t mean you, as the public transport regulator, cannot
do that.
The Plan PTOM definition states: "<i style="mso-bidi-font-style: normal;">Grow confidence that services are priced efficiently and that
competitors have access to public transport markets</i>". <br />
<br />
This should mean that Auckland Transport should ensure a level playing field on
Hauraki Gulf and adopt as its main task being a PT regulator and monopoly buster – something which has been sorely lacking in the past.<br />
<br />
<b>ISSUE 4: SUPER GOLDCARD</b><br />
<br />
An overhaul of the Super Gold Card system is needed, especially by linking card IDs with public transport tickets issued to prevent <a href="http://fullerswatch.blogspot.co.nz/2011/03/waiheke-bus-company-and-super-gold-card.html">opportunities
for fraud</a> by operating companies and to protect the taxpayer.<br />
The Super Gold Card must be replaced by Hop card allowing discounts/free travel in predetermined time periods. This would allow for proper surveillance and audit.<br />
<br />
<b>ISSUE 5: FARES AND ZONES INTEGRATION TO INCLUDE WAIHEKE ISLAND</b><br />
<br />
The Waiheke ferry service should be included on equitable basis in any fare structures and zone geography that are proposed. Octopus card in Hong Kong includes the Airport service, underground, bus, trams and ferries. Hop card should mirror this integration. Fullers Waiheke must be brought into this system with stored value discounts, monthly passes and daily caps. <br />
All ferry services need to be integrated in the zone system, not point to point
(Point 4.3.c. (p36)).<br />
Regards Figure 6-1 (fare zone boundaries): Waiheke should be 4 zones from the CBD, like Manurewa and Papakura are, as they are a similar distance away. <br />
Pine Harbour ferry is same distance too from CBD and there is no rational reason
not to have a similar fare structure for Waiheke ferry (in comparison,
currently a 40-ride ticket is <a href="http://www.pineharbour.co.nz/assets/Ferries/TimetableApril-2012-web.pdf">$355
on Pine Harbour</a> and <a href="http://www.fullers.co.nz/tickets-fares/timetables/waiheke-island.php#faresAuckland">$469
on Fullers</a>)<br />
<br />
<b>ISSUE 6: INFRASTRUCTURE</b><br />
<br />
Abolish the <a href="http://fullerswatch.blogspot.co.nz/2011/06/local-board-meeting-9-june-2011.html">wharf
tax</a>.<br />
Waihekeans in effect pay, due to their sheer numbers using the wharves, for the
investment and maintenance of all other wharves in the region, but we don't get
to own them despite our investment. Bus users don't pay a separate "bus
shelter tax", nor train passengers a "station tax", thus ferry
passengers should not be charged a wharf tax.<br />
<br />
<b>END NOTES</b><br />

Waiheke Islanders are a feisty and hardy lot, and a <a href="http://www.youtube.com/watch?v=RNmPAHnrjiI&feature=plcp">politically
active and aware community</a>.
We care about our island, its future and its environment, social conditions
and well-being for our diverse inhabitants, most of whom are not well-off. <br />
While we are not always happy campers within the <a href="http://fullerswatch.blogspot.co.nz/2009/07/tv-one-news-coverage.html">Auckland
